·简要规则描述：本工程主要内容包括芦潮港水闸配套水文设施的观测场和管理用房整修、芦潮港闸（闸内）站的测亭整修及水文设施设备的能级提升，标识标牌加装、安防设施加装等。（具体数量及要求详见工程量清单和图纸）

·Brief Specification Description:The main contents of this project include the renovation of observation field and management room of supporting hydrological facilities of Luchao Port Sluice,the renovation of measuring booth of Luchao Port Sluice(inside the Sluice)Station,the upgrading of hydrological facilities and equipment,the installation of identification signs and security facilities,etc.(See Bill of Quantities and Drawings for specific quantities and requirements)

·合同履约期限：合同签订生效之日起至质保期结束。施工工期为24历天，2025年需完成工程量的85%。

·The Contract Period:From the effective date of contract signing to the end of warranty period.The construction period is 240 calendar days,and 85%of the project volume needs to be completed by 2025.

·二、申请人的资格要求2.Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

·(a)Meet the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

·(b)落实政府采购政策需满足的资格要求：本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)

·(b)Qualification requirements to be met to implement government procurement policies:This project is a procurement project with reserved shares,and the reserved shares are reserved as a whole(specially for small and medium-sized enterprises)

·(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（4）具有水利水电工程施工总承包三级及其以上资质。
（5）具有安全生产许可证（有效期内）。
（6）拟派项目负责人具有水利水电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。

·(c)Specific qualification requirements for this program:（3）The responsible person of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract;suppliers providing overall design,specification preparation or project management,supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project.
（4）With water conservancy and hydropower project construction general contracting grade III and above qualification.
（5）Have safety production license(valid period).
（6）The person in charge of the proposed project shall have the qualification of registered constructor of Grade II or above of water conservancy and hydropower engineering specialty,have valid safety production assessment certificate,and have not served as the project leader of other construction projects under construction.

·(i)符合《中华人民共和国政府采购法》第二十二条的规定；

·(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

·(ii)未被“信用中国”、中国政府采购网列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

·(ii)Not included in the list of dishonest persons subject to enforcement,the list of parties to major tax violation cases,or the list of records of serious illegal and dishonestacts in government procurement by"Credit China",China Government Procurement Network(www.ccgp.gov.cn);
