简要规则描述：1.信息化基础运维服务，包含临港办公中心、政务服务中心、开评标场所的办公环境信息化办公设备（包含电脑、打印机等）运维和资产管理，无线网络的运维和零星升级改造服务；2.政务外网和工商专网运维服务，包含办公中心、村居委等延伸单位的政务外网、工商专网（含档案系统）维护服务、网络的零星升级改造服务；3.管委会网络视频会议运维服务，提供技术人员驻场保障服务；4.机房基础运维服务，维护包含9台精密空调（含维修及配件）、4个UPS（含维修及配件）、2套环境控制系统、43个机柜供电及光纤配线架等在内的2个核心机房的基础设施，以及临港办公中心和政务服务中心的39个弱电间；5.华云虚拟化平台运维服务，提供原厂运维服务；6.主机安全防护服务，为市政务云上虚机和政务外网国产电脑提供3年终端威胁防护软件和技术服务；7.提供维护过程中的光纤、网线、模块、内存、硬盘、键盘、鼠标、AP等运维耗材和网络备件。（具体详见第三章项目概况及服务需求）

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprises will not be eligible for price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
5、本次采购不接受联合体响应，不允许合同转让与分包。

(c)Specific qualification requirements for this program: 3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai No. 12) are not allowed to participate in the procurement activities of this project; 5. This procurement does not accept consortium responses and does not allow contract transfer or subcontracting.
