简要规格描述或项目基本概况介绍、用途：服务商需在指定的停车场站建设并运维充电机，可同时为我司满足最高135辆纯电动公交车提供充电服务；服务商负责公交场站充电设备的充电操作服务、充电设备的运行及维护，相关配套的变配电站的运行及维护。（详见第三章项目概况及技术服务要求）

Brief specification description or basic overview of the project: The service provider is required to construct and operate charging machines at designated parking lots, which can provide charging services for up to 135 pure electric buses for our company at the same time; The service provider is responsible for the charging operation service of the charging equipment at the bus station, the operation and maintenance of the charging equipment, and the operation and maintenance of the related supporting substations. (See Chapter 3 Project Overview and Technical Service Requirements for details)

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。

(b)Qualification requirements to be met to implement government procurement policies: 1. In accordance with Article 22 of the Government Procurement Law of the People's Republic of China, it is not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn).

(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；
（2）本项目非专门面向中小企业采购；
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
（5）本次招标不接受联合体投标，不允许合同转让与分包。

(c)Specific qualification requirements for this program: 1) Capable of independently assuming civil liability and corresponding contractual capacity; (2) This project is not specifically aimed at procurement for small and medium-sized enterprises; (3) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project; (4) When a branch established by a legal entity participates in bidding in its own name, it shall provide relevant certification materials registered in accordance with the law and a written authorization issued by the legal entity authorizing its branch to participate in government procurement activities within its business scope and bear all civil liabilities.
