简要规则描述：###市政消火栓的完好使用，以满足灭火救援实战需要，切实保护公民人生安全和公共财产安全，根据###市消火栓管理办法###市政消防给水设施维护管理》（GB/T********）等法规，拟在2025年对约415座消火栓进行维修，以###市消防应急时消火栓的正常使用。
Brief Specification Description: To ensure the proper use of municipal fire hydrants, meet the needs of firefighting and rescue operations, and effectively protect the safety of citizens' lives and public property, in accordance with regulations such as the "Shanghai Fire Hydrant Management Measures" and the "Maintenance and Management of Municipal Fire Water Supply Facilities" (GB/T********), it is planned to repair approximately 415 fire hydrants by 2025 to ensure their normal use during urban fire emergencies.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, small and micro enterprises will not be eligible for price discounts. (c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；
4、本次采购不接受联合体响应，不允许合同转让与分包。
