Brief Specification Description: The project intends to select a qualified supplier to carry out the preparation of the planning for the protection and utilization of forests and woodlands in Pudong New Area (see Chapter 3 Procurement Requirements for details).

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: :(1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products is not implemented during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）须具有林业调查规划设计资质乙级及以上；
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names); (4) Must have forestry survey, planning and design qualifications Grade B or above; (5) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
