简要规则描述：为进一步加强上海野生动物园周边区域综合安全保障工作，提升园区周边区域安全运行能力，有效防范和坚决遏制安全隐患发生，为市民游客营造安全保障环境，推进上海野生动物园周边区域健康稳定和可持续发展。拟计划采购专项安保服务，服务内容包括上海野生动物园周边区域治安反扒、打击黄牛、交通维护等专项治安安保工作（具体要求详见竞争性磋商文件—第三章 采购需求书）

Brief Specification Description: To further strengthen the comprehensive security guarantee work in the surrounding areas of Shanghai Wildlife Park, enhance the safe operation capability of the park's surrounding areas, effectively prevent and resolutely curb the occurrence of safety hazards, create a safe and secure environment for citizens and tourists, and promote the healthy, stable, and sustainable development of the surrounding areas of Shanghai Wildlife Park. We plan to purchase specialized security services, which will include anti poaching, cracking down on yellow cattle, and traffic maintenance in the surrounding areas of Shanghai Wildlife Park (specific requirements can be found in the competitive negotiation document - Chapter 3 Procurement Requirements)

合同履约期限：2025年1月至2025年12月3，具体以合同签订日期为准

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业300号），本项目中小企业所属的行业为租赁和商务服务业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Notice on the Implementation of the Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises (Caiku No. 46) and Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises (Caiku No. 19); (2) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products; (3) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (4) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given

(c)本项目的特定资格要求：3.须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4.具有省、市级公安部门核发的有效的《保安服务许可证》（外省保安服务企业须已在上海市公安部门备案登记）；
5.本项目仅面向中、小、微型等各类供应商采购；
6.本项目不允许转包。

(c)Specific qualification requirements for this program: 3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Possess a valid "Security Service License" issued by the provincial or municipal public security department (security service enterprises from other provinces must have been registered with the Shanghai public security department); 5. This project is only available for procurement from various suppliers such as small, medium, and micro; 6. Subcontracting is not allowed for this project.

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
