简要规则描述：为高桥镇镇域道路及52个老旧小区提供建筑垃圾清运服务，并按照新区要求将分拣后的残渣陆运至指定场所进行末端处置。（具体详见第三章采购需求书）

Brief Specification Description: Provide construction waste removal and transportation services for Gaoqiao Town roads and 52 old residential areas, and transport the sorted residues to the designated place for terminal disposal in accordance with the requirements of the new district. (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：服务期限为2012月至2025年12月。

The Contract Period: The service period is from December 5, 2024 to December 4, 2025.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and small and medium-sized enterprises will not implement price deduction preferences during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1）未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（2）须系我国境内依法设立的法人或非法人组织；
（3）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) They have not been included in the list of judgment defaulters, untrustworthy entities with major tax violations, or records of serious illegal and untrustworthy conduct in government procurement by "Credit China" or the Chinese government procurement website (www.ccgp.gov.cn);
(2) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(3) Subcontracting is not allowed for this project.
