The scope of services includes: supervising the operators to standardize the operation of waste incineration, environmental pollution control, safety protection, etc., and providing government regulatory departments with (related) technical, financial, legal and other consulting services for waste incineration power plants. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业； (b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specially for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the reviewes; 2) Supporting welfare units for the disabled and treating them as small and micro enterprises; (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）； （4）本项目不允许转包。 (c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);(4) Subcontracting is not allowed for this project.
