简要规则描述：为贯彻落实《浦东新区电动自行车安全治理攻坚行动工作方案》的文件要求，扎实推进电动自行车安全治理工作，有效防范化解重大安全风险，切实提升小区火灾防控能级，完善小区规范性消防安全设施设备，能达到快速出水、快速实施救援，及时发挥灭早、救小作用，同时实现动态监控，第一事件响应，做到及时处置、降低安全隐患，让人民群众的获得感、幸福感、安全感更加充实、更有保障、更有持续。主要包括新建非机动车棚、车棚地面修缮、安全隐患零星修缮、增设室外地式消火栓和非机动车库实施安防、技防设施更新改造等工程。（具体数量及要求详见工程量清单/图纸。）

Brief Specification Description: For the implementation of the pudong new area electric bicycle safety management crucial action plan of file requirements, promoting electric bicycle safety management work, effectively prevent resolving major security risks, to improve village fire prevention and control level, improve the village normative fire safety facilities, can achieve rapid water, rapid rescue, timely play early, save small, and realize the dynamic monitoring, the first event response, timely disposal, reduce potential safety hazard, let the people's feeling, happiness, security more substantial, more secure, more sustained. It mainly includes the construction of new non-motorized sheds, the ground repair of carsheds, sporadic repair of safety risks, the addition of outdoor ground fire hydrants and the implementation of non-motorized garage, and the renewal and renovation of technical defense facilities.(Please refer to the bill of quantities / drawings for specific quantities and requirements.）

合同履约期限：本项目施工工期4历天，计划开工日期：2011月1（暂定，具体开工日期以采购人通知为准）

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，支持小微企业发展：本项目专门面向小微企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目（是/■否）接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserve measures, increase the share of small and micro enterprises in government procurement, and support the development of small and micro enterprises: This project is specialized for small and micro enterprises. When reviewing, the products of small and micro enterprises will not implement preferential price deduction.
(2) Support prison enterprises and welfare units for the disabled and treat them as small and micro enterprises;
(3) Policy of purchasing energy saving and environmental protection products: under the same conditions as the indicators of technology and service, the procurement of the item list of No.18 and No.19 of the Ministry of Finance; and the products marked with "★" in the item list of energy saving products. The supplier shall provide the valid certification certificate issued by the national determined certification body before enjoying the preferential procurement or compulsory procurement policy.

(c)本项目的特定资格要求：3. 须系我国境内依法设立的法人组织；
4. 具有建筑工程施工总承包三级及其以上资质；
5. 具有安全生产许可证（有效期内）；
6. 拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
7. 业绩要求：无；
8. 其他要求：无。

(c)Specific qualification requirements for this program: 3. It must be a legal person organization legally established in China;
4. Have the qualification of general contracting of Grade 3 or above;
5. Have the safety production license (within the valid period);
6. The person in charge of the proposed project shall have the qualification of registered construction engineer of Grade II or above in construction engineering, have the valid safety production assessment certificate, and shall not be the person in charge of other construction projects under construction;
7. Performance requirements: None;
8. Other requirements: None.

(ii)未被“信用中国”列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
