现邀请合格的投标人对上述货物的设计、制造、运输和服务进行投标。
2、ESSENTIAL INFORMATION

2.1 Project Name：Datang Haikou Natural Gas Power Generation Project(hereinafter referred to as“HaiKou Project”).
项目名称：大唐海口天然气发电项目(以下简称“海口项目”)。

资金来源：资本金及项目融资
2.4 Project Location：HaiKou Project is located in MeiAn District,Haikou city,HaiNan ProvinceP.R.C.
项目地点：海口项目位于海南省海口市美安科技开发区。

招标范围：发电机出口断路器及其配套设备共2台套。规格型号：额定电压：20kV、
额定电流：≥17000A、灭弧介质：SF6、额定短路切断电流(系统源/发电机源)：100kA。
2.9 Location and time of delivery:
location:HAIKOU PORT P.R.CHINA。All the contracted goods are tentatively scheduledto be delivered on July 10th,2021.
装运条件和时間：
交货地：中国海口港，2021年7月10日(暂定)。
3、Bidder qualification requirements.
投标人资格要求
1.Status of a Legal Person:The bidder must be a company(enterprise)established inaccordance with the laws of the country in which he belongs and formally registered.Thebidder must provide a valid copy of the business license of the enterprise or a copy of theregistration certificate equivalent to the business license of the enterprise.
法人地位：投标人必须是依所在国家法律设立，并正式注册，具有独立法人地位的公司(企业)，投标人必须提供有效的企业营业执照复印件或等同于于企业营业执照的企业
注册登记证明复印件。
2.Commercial reputation:Bidders should have good bank credit and commercial reputation.Inthe past five years,the bidder has not breached any contract or terminated any contract for thereasons of the bidder,and there are no major pending litigation cases.Bidders shall providebank credit certificates issued within half a year and non-litigation certificates sealed bybidders.
商业信誉：投标人应具有良好的银行资信和商业信誉，投标人在近五年内不曾在任何合同中违约，或因投标人的原因而使任何合同被解除，不存在尚未了结的重大诉讼案件，投标人应提供近半年内开具的银行资信证明及由投标人盖章的无诉讼证明。
3.Quality Assurance System:Bidders must provide copies of valid ISO9000 series qualityassurance system certificates issued by authoritative agencies.质量保证体系:投标人必须提供权威机构颁发的有效的ISO9000系列质量保证体系认证证书复印件。4.The equipment tendered by the bidder has 2 achievements of 9F gas turbine and above units.The equipment tendered by the bidder has more than 2 years of success operation experiencewith 1 achievement of 9F gas turbine and above units.
供货业绩：投标人所投标的设备具有9F级燃机及以上机组的业绩2个。运行业绩：投标人所投标的设备具有9F级燃机及以上机组的运行2年以上业绩1个。
5.Production and Manufacturing Capacity生产、制造能力
1)Design institutions and personnel with experience in generator circuit breaker design.Ithas the equipment laboratory facilities and manufacturing technology specified in thistechnical specification,the required workshop,sufficient manufacturing,processing,testing equipment and production capacity,and can complete the awarded contract in fullaccording to the specified schedule requirements.
具有发电机断路器设计经验的设计机构与人员。具有本技术规范所规定的设备试验室设施和制造工艺，所需的厂房，足够的制造、加工、试验装备和生产能力，能按规定的进度要求全面完成被授予的合同；
2)Non-destructive testing equipment using X-ray,ultrasonic,magnetic powder,dyeing andother methods;
采用X射线、超声波、磁粉、染色等方法进行无损探伤的检验设备；
3)Facilities for workshop testing of various components/assemblies；对各种部件/组装件进行车間试验的设施；

投标主体:
Agents are not allowed to bid in this tender.Subsidiaries,subsidiaries and holdingcompanies with independent legal personality of the manufacturer are allowed to bidon behalf of the manufacturer,but a manufacturer's authorization for this project mustbe issued.Two or more legal entities with the same legal representative and the parent company,wholly-owned subsidiary company and its holding company shall not bid for the projectat the same time.Tenderee do not accept joint bids formed by two ormore legal persons or other organizations.
本次招标不允许代理商投标。允许制造商的具有独立法人地位的分、子公司及其控股公司代表制造商投标，但必须出具针对本项目的制造商授权书。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司不得在本项目同时投标，招标人不接受两家以上的企业联合投标。
7.Subcontracting and manufacturing
分包制造
Bidders are allowed to subcontract non-principal goods.Subcontracting is not allowed for major equipment or major parts of the supply contract.If subcontracting exists,the
bidder shall submit a copy of the agreement between the bidder and the subcontractor.The name,address and contents of each Subcontractor shall be specified in thetender documents.The qualifications of subcontractors must meet the relevant requirements of tenderdocuments,and subcontractors are not allowed to subcontract again.
允许投标人对非主体货物进行分包，主要设备或供货合同的主要部分不允许分包。如果存在分包，投标人应递交投标人与分包商之間的协议书副本。每一个分包商的名称、地址和分包的内容应在投标文件中加以说明；分包商的资格必须满足招标文件的相关要求，不允许分包商再分包。
