The main project content includes the construction of 1931 square meters of non motorized vehicle lanes and 6821 square meters of milling and covering of vehicle lanes. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, no price discounts will be implemented for their products. Suppliers (c)本项目的特定资格要求：第一条：中华人民共和国住房和城乡建设部施工###路工程三级及其以上资质；第二条： 1）中华人民共和国交通###路养护作业###路###路面养护乙级；2）中华人民共和国交通###路养护作业单位资质交通安全设施养护不分级注：以上资质要求，投标人只要符合任何一条，但同一条中的多项资质要求需同时满足。（2）项目负责人要求：项目负责人必为投标人本单位的工作人员，持有中华人民共和国住房和城乡建设部颁发的中华人民共和国二级及以上建造师执业资格证书，注册专###路工程；（3）未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (c)Specific qualification requirements for this program: Article 1: The Ministry of Housing and Urban Rural Development of the People's Republic of China has a third level or higher qualification for general contracting of highway engineering construction; Article 2: 1) Qualification of Highway Maintenance Operation Unit of the Ministry of Transport of the People's Republic of China, Class B for roadbed and pavement maintenance; 2) The qualification of highway maintenance operation units under the Ministry of Transport of the People's Republic of China for the maintenance of traffic safety facilities is not graded. Note: For the above qualification requirements, bidders only need to meet any one of them, but multiple qualification requirements in the same item must be met simultaneously.
