简要规则描述：本项目拟对学前街6号线地铁站周边环境整治提升，主要涉及景观小品和设施、绿化、硬质铺装等。主要包括：铺装工程、土方工程、墙面工程、景观工程、绿化工程、电气工程等。（具体数量及要求详见工程量清单/图纸。）

Brief Specification Description: This project aims to improve and upgrade the surrounding environment of the No. 6 subway station on Xueqian Street, mainly involving landscape features and facilities, greening, and hard paving, etc. It mainly includes: paving works, earthwork works, wall works, landscape works, greening works, electrical works, etc. For specific quantities and requirements, please refer to the bill of quantities/drawings.

合同履约期限：本项目施工工期10历天，计划开工日期：2025年7月1（暂定，具体开工日期以采购人通知为准）

The Contract Period: The construction period of this project is 100 calendar days. The planned start date is July 10, 2025 (tentative, the exact start date is subject to the notice of the purchaser).

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：1、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、具有市政公用工程施工总承包三级及其以上资质；
4、具有安全生产许可证（有效期内）；
5、其他资格要求：施工现场项目管理机构拟派人员配备要求：人员配备要求：5人；岗位、数量、资格要求：园林项目负责人（园林专业中级及其以上职称）1人、安全员1人、质量员1人、材料员1人、中级及其以上园林绿化工1人（班组负责人）。

6、业绩要求：无；
7、其他要求：本项目另需配备注册建造师：具有市政公用工程专业二级（及以上）注册建造师执业资格，具备有效的安全生产考核合格证书。

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person organization established in accordance with the law within the territory of China. 3. Possess a Grade 3 or above general contracting qualification for municipal public works construction; 4. Possess a valid work safety license; For details, please refer to the procurement documents.
