简要规格描述或项目基本概况介绍、用途：为进一步提升曹路镇居住小区非生活垃圾清运效果，维护居住小区环境清洁和环境秩序，提高居民生活质量，规范居住小区综合垃圾（除生活垃圾外）运输处置行为，拟通过公开招标的方式，选取一家合格的供应商，对曹路镇行政区域内44个住宅小区（建筑面积约355.53万平方米）进行综合垃圾（除生活垃圾）一体化清运。包括：建筑垃圾、大件垃圾（沙发、床垫等）、绿化垃圾等。本项目日常清运费预算为：人民币375.914万元；应急处置费预算为：人民币80万元，绩效奖励费固定价格为：20万元。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: In order to further enhance the effectiveness of non domestic waste removal in residential areas of Caolu Town, maintain environmental cleanliness and order, improve residents' quality of life, and standardize the transportation and disposal of comprehensive waste (excluding domestic waste) in residential areas, it is proposed to select a qualified supplier through public bidding to carry out integrated waste removal (excluding domestic waste) in 44 residential areas (with a building area of approximately 3.5553 million square meters) within the administrative area of Caolu Town. Including: construction waste, large waste (sofas, mattresses, etc.), green waste, etc. The budget for daily cleaning and transportation expenses for this project is RMB 3.75914 million; The budget for emergency response fee is RMB 800000, and the fixed price for performance reward fee is RMB 200000. (Please refer to Chapter 3 Procurement Requirements for details)

合同履约期限：2025年7月起至2026月3。

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

（4）本项目不允许转包。
