简要规则描述：浦东新区时空位置大数据智能服务平台，总体建设内容包括时空数据中台、时空服务中台、时空应用支撑平台、时空基础地理信息数据库、时空动态数据库、现有能力对接集成、数据治理等模块。鉴于平台面向的客户包括了浦东新区各委办、街镇、社区及其技术单位等多样化客户群体，现需要建立一个全面优化的系统运维框架，以实现持续的服务高可用性、快速有效的故障响应、系统性能的持续监控与优化、以及数据和操作的安全性。（具体详见第三章采购需求书）。

Brief Specification Description: The overall construction content of the spatio-temporal location big data intelligent service platform in Pudong New Area includes spatio-temporal data middle platform, spatio-temporal service middle platform, spatio-temporal application support platform, spatio-temporal basic geographic information database, spatio-temporal dynamic database, existing capability docking integration, data governance and other modules. In view of the fact that the platform is aimed at a diverse customer group such as government offices, towns, communities and their technical units in Pudong New Area, it is necessary to establish a comprehensive and optimized system operation and maintenance framework to achieve continuous service high availability, fast and effective fault response, continuous monitoring and optimization of system performance, and data and operation security. (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：自合同签订之日起一年。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program: （3）It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own name); （4）Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
