Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: Please refer to the Chinese version of the announcement for details (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；（4）具有建筑工程施工总承包三级及以上资质；（5）具有安全生产许可证（有效期内）；（6）拟派项目负责人具有建筑工程专业二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；（7）业绩要求：无；（8）其他要求：无。 (c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);(4) Have the qualification of general contracting of construction projects at level 3 or above;(5) Have a safety production license (within the validity period);(6) The person in charge of the proposed project has the professional qualification of a registered construction engineer of grade 2 or above in construction engineering, has a valid safety production assessment certificate, and has not served as the project leader of other construction projects under construction;(7) Performance requirements: none;(8) Other requirements: none.
