简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式，选取一家合格的单位，负责合庆镇范围内生活垃圾清运（含行政村居民区，镇域内企事业单位），镇域内行政村居民区粪便清运，公厕管理，道路保洁、垃圾中转站日常运行及管理等工作。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: The project intends to select a qualified unit through public bidding to be responsible for the removal and transportation of domestic garbage within Heqing Town (including administrative village residential areas, enterprises and institutions in the town), fecal removal and transportation in administrative village residential areas within the town, public toilet management, road cleaning, daily operation and management of garbage transfer stations, etc. (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：本项目招一续二，服务合同一年一签订，中标人经招标人考核通过后方可续签下一年合同，若中标人无法通过招标人考核，招标人有权终止合同并重新招标。本次报价所涵盖的服务期限为2025年06月0至2025月3。

The Contract Period: the project recruits one and two, the service contract is signed every year, the winning bidder can only renew the contract for the next year after passing the assessment of the tenderer, if the winning bidder can not pass the assessment of the tenderer, the tenderer has the right to terminate the contract and re-tender. The service period covered by this offer is from 01.06.2025 to 31.05.2026.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products will not be implemented during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
