Brief specification description or basic overview of the project: The service content includes (but is not limited to) the acceptance, dispatch, contact, coordination, review and settlement of work orders (including WeChat) on the hotline platform, emergency duty of the hotline platform, daily management of the hotline platform, information processing and analysis, calculation of comprehensive assessment indicators, comprehensive assessment analysis and report preparation, operation and management of WeChat official account, as well as related office rent, property fees, hotline, communication cable fees, etc. Please refer to the bidding documents for specific details.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、福利企业等的政策规定。

(b)Qualification requirements to be met to implement government procurement policies: This project implements policies and regulations related to government procurement that encourage and support energy-saving products, environmental certification products, and support for small and medium-sized enterprises, welfare enterprises, etc.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目面向大、中、小、微型等各类供应商采购；
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) This project is aimed at purchasing from various suppliers including large, medium, small, and micro; (5) This project does not allow subcontracting.

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
