简要规格描述或项目基本概况介绍、用途：为有效缓解高东镇行政区域内交通拥堵现象，配合交警顺利进行交通整治、疏导工作，维护交通良好秩序，协助交警劝阻、纠正违法行为，开展交通违法查处，拟通过公开采购的方式，选取一家专业的第三方单位提供特保服务。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: In order to effectively alleviate the traffic congestion in the administrative area of Gaodong Town, cooperate with the traffic police to smoothly carry out traffic rectification and diversion work, maintain good traffic order, assist the traffic police to dissuade and correct illegal behaviors, and carry out investigation and punishment of traffic violations, it is proposed to select a professional third-party unit to provide special insurance services through public procurement. (For details, please refer to Chapter 3 Procurement Requirements)

合同履约期限：一次采购两年有效，合同一年一签，每年经过采购人考核合格后，合同续签一年。本项目采购预算所涵盖的服务期限为2025年06月0至20205月3。本合同服务期限届满时，中标人所提供的服务经考核不合格的，采购人有权不与中标人续约，且无须给予中标人任何赔偿、补偿。

The Contract Period: a purchase is valid for two years, the contract is signed once a year, and the contract is renewed for one year after passing the purchaser's assessment every year. The service period covered by the procurement budget for this project is from 01.06.2025 to 31.05.2026. At the expiration of the service period of this contract, if the services provided by the winning bidder fail to pass the assessment, the purchaser has the right not to renew the contract with the winning bidder, and does not need to give any compensation or compensation to the winning bidder.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）具备省市级公安部门核发的有效的“保安服务许可证”；
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);
(4) Have a valid "security service license" issued by the provincial and municipal public security departments;
(5) Subcontracting is not allowed for this project.
