Brief Specification Description: Within the jurisdiction of Beicai Town, there are 67 community committees and 147 community communities (including 59 old community communities, 40 resettlement housing communities and 48 commercial housing communities). The number of buildings is 5,156 (including 467 resettlement and old high-rise buildings and 3,132 multi-story buildings). A comprehensive safety management service project for 530 high-rise buildings and 1,027 multi-story buildings of commercial housing

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and the employment of people with disabilities. This shall be implemented in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" No. 19.

(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定 ；2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单 ；3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：本项目专门面向小微型企业及其他组织采购。

(c)Specific qualification requirements for this program: 1. Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. Not included in the list of dishonesty executors, major tax violation cases, or serious dishonesty records in government procurement on Credit China and China Government Procurement Network (www.ccgp.gov.cn); 3. Suppliers who have been registered and included in the database in accordance with the "Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures"; 4. Other qualification requirements: This project is specifically targeted at small and micro enterprises and other organizations for procurement.
