简要规则描述：曹路镇人民政府位于上海市浦东新区上川路1639号，内设有餐厅1处，餐厅384㎡，厨房271㎡，配有齐全的厨房加工、烹饪、冷藏、洗涤设施。本项目拟通过公开采购的方式，择优选取一家供应商，提供曹路镇政府食堂餐饮服务。其中：周一至周五每日供应早餐、午餐。早餐供应：7:30-8:30，约 130人用餐；午餐供应：11:15-13:00，约 300 人用餐。（具体详见第三章采购需求书）。

Brief Specification Description: The People's Government of Caolu Town is located at No. 1639, Shangchuan Road, Pudong New Area, Shanghai, with 1 restaurant, 384 square meters of restaurant, 271 square meters of kitchen, and complete kitchen processing, cooking, refrigeration and washing facilities. This project intends to select a supplier to provide catering services in the canteen of Caolu Town Government through public procurement. Breakfast and lunch are served daily from Monday to Friday. Breakfast is served from 7:30 to 8:30 for about 130 people; Lunch is served from 11:15 to 13:00 for about 300 people. (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：2025年06月0起至20205月3。

The Contract Period: from 2025.06.01 to 2026.05.31.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）具有市场监督管理部门颁发的有效期内的《食品经营许可证》，且涵盖本项目所承包内容相匹配的经营项目；
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(4) Have a valid "Food Business License" issued by the market supervision and administration department, and cover the business projects that match the contracted content of the project;
(5) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
