Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。5）本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: 1) Compulsory purchase of energy-saving products policy: compulsory purchase of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policy: under the same conditions of technology, service and other indicators, priority procurement belongs to the energy-saving list of products published by the state. 3) Encourage environmental protection policies: under the same conditions of performance, technology, service and other indicators, give priority to the purchase of products in the list of environmental protection products published by the state. 4) Implement the quota reservation measure, increase the share of smes in government procurement, and support the development of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of smes during the evaluation. 5) This project does not accept imported products.
