简要规则描述：本项目拟委托专业检测单位对住宅小区建筑物外墙墙面以及建筑附属构件进行安全检测，防范和化解安全风险隐患，切实保障居民住房安全。（具体详见第三章采购需求书）

Brief Specification Description: This project intends to entrust a professional inspection unit to conduct safety inspections on the exterior walls and ancillary components of buildings in the residential community, to prevent and defuse safety risks and hidden dangers, and effectively ensure the safety of residents' housing. (For details, please refer to Chapter Three of the Procurement Requirements Document.)

合同履约期限：服务期限为2025年5月至2025年7月3。

The Contract Period: The service period is from May 6, 2025 to July 31, 2025.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review, no price deduction benefits will be applied to small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：1、须具备市场监督管理局核发的检验检测机构资质认定证书(证书附表中检验检测的能力范围包含本项目内容)；
2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
3、须系我国境内依法设立的法人或非法人组织；
4、本项目不允许转包。

(c)Specific qualification requirements for this program: It must possess the qualification certification for inspection and testing institutions issued by the Market Supervision and Administration Bureau (the scope of inspection and testing capabilities listed in the attached table of the certificate includes the content of this project). 2. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious dishonesty records in government procurement on Credit China and China Government Procurement Network (www.ccgp.gov.cn); 3. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 4. Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
