Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本项目严格执###市浦****局浦采管办【2025】1号文关于转#****局《关于转发的通知》的通知，各供应商###市场竞争机制，独立自主报价，并自行承担风险。 (b)Qualification requirements to be met to implement government procurement policies: The project strictly implements the notice of the Pu Procurement Management Office of the Shanghai Pudong New Area Finance Bureau No. 1 , and each supplier shall follow the market competition mechanism, quote independently, and bear its own risks. (c)本项目的特定资格要求：3、根据###市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）本项目面向中、小、微型企业供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库46号）规定条件的，必须提供《中小企业声明函》；3）本项目不允许转包；4）有下列情况之一的，不得参与本项目：（一）已被行政或司法机关责令停业或停止承接相关业务的；（二）企业出现严重信用危机又未能提供相应担保的 (c)Specific qualification requirements for this program: 3. Suppliers who have been registered in the warehouse according to the "Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures"; 4. Other qualification requirements: 1) This project is for suppliers of small, medium and micro enterprises. If the bidder is a small and medium-sized enterprise and meets the conditions specified in the Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement (Cai Ku No. 46), it must provide the "Declaration Letter for Small and Medium-sized Enterprises"; 3) Subcontracting is not allowed for this project; 4) Those who have any of the following circumstances shall not participate in this project: (1) they have been ordered by administrative or judicial organs to suspend business or stop undertaking relevant business; (2) Where an enterprise has (i)符合《中华人民共和国政府采购法》第二十二条的规定； (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China"; (ii)未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (********) ;
