项目概况:招标人正在建设5万吨/年高吸水性树脂（以下简称SAP）装置，现计划采购5万吨/年SAP装置的中和单元成套设备设施。投标人应满足下列要求：中和单元成套设备设施应整体布局合理，自动化程度较高、能耗低的要求，降低运行成本。中和单元工序完善，工艺设备先进；按当前同类产品先进水平设计、制造；能够与SAP装置各单元有机结合，运行顺畅。整套系统安全可靠，操作安全条件良好，配备合理安全防护措施、在线监测、系统报警。
资金到位或资金来源落实情况:自筹资金，资金来源已落实。

3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人是响应招标、已在招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源国/地区”）的法人均可投标。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）与招标人存在利害关系可能影响招标公正性的法人不得参加投标。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托参与项目前期咨询和招标文件编制的法人不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（6）只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投标人应当于招标文件载明的投标截止前在机电产品招标投标电子交易平台（网址：https://www.chinabidding.com）成功注册。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）中国境内投标人须提供的营业执照副本复印件；中国境外投标人的公司须提供注册证明文件复印件(若是联合体投标,联合体成员均须提供)。投标人为中华人民共和国以内企业的（不含港澳台地区，下同），复印件需加盖公章；国外的（含港澳台地区，下同）只需被授权人签字。若是联合体投标，须提供各方签署的《联合体共同投标协议》（格式见第六章 附表5. 联合体共同投标协议）。
Copies of business licenses shall be submitted by domestical bidders, and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below). In case of Joint Venture, all the members of the joint venture shall meet the above requirement, and the Joint Venture Agreement shall be signed. (format is as per Section 6 Attachment 5. Joint Venture Agreement).
（9）投标人必须是中和单元成套设备设施的制造商，并具备设备集成能力。如投标人为联合体，则联合体牵头方需满足此条件。本项目不接受代理商投标；须提供“制造商资格声明”（格式见第一册第四章格式IV-9-2）。
The Bidder shall be professional manufacturer of the neutralization unit , be possessed of equipment integration. In the case of a Joint Venture, the leading party of joint venture shall meet this condition. No agent is accepted to participate in the bid. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I).
（10）投标人必须具有化工石化医药行业(化工工程)专业甲级工程设计资质及以上;上述资格证书在有效期内，并提供加盖投标人或联合体成员公章的正本扫描件。
The Bidder shall be licensed with the professional Grade A engineering certificate in Petrochemical and Pharmaceutical industry (Chemial Engineering). The valid and the scanned copy of the original of the above qualification certificates with official seal shall be provided.
（11）投标人须提供加盖投标人公章的在有效期内的职业健康安全管理体系、环境管理体系、质量管理体系认证证书的扫描件。
The bidder shall provide scanned copy of the valid occupational Health and Safety Management System Certification, Environmental Management System Certification, and Quality Management System Certification，sealing with company stamp for domestic bidders, while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（12）投标人须提供2013年1月至今类似酸碱中和工艺装置（20~24t/h中和液产能规模）设备或SAP装置中和单元成套设备有效业绩至少1个(业绩清单格式见第六章附表1)。
Since January 1, 2013, the bidder shall be successfully experienced with at least 1 set of NEUTRALIZATION UNIT in SAP plants or similar acid base neutralization device (with a production capacity of 20-24t/h for neutralization solution). (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six)
有效业绩的认定条件为：The successful experience shall be identified upon:
提供加盖投标人公章的业绩合同复印件（合同须体现供货内容、签约日期、用户的名称、地址、装置/设备交付日期、装置/设备交付数量、规模等）。
A copy of the performance contract stamped with the bidder's company seal (the contract should reflect the supply content, the date of contract signing, the name of the user, the address, the date of device/equipment delivery, and the quantity of device/equipment delivered.). .
（13）投标人具有良好的银行资信，企业财务状况良好，具备履约能力，无不良经营行为。投标人须提供投标人开立基本账户的银行开标前3个月内所开具银行资信证明或经会计师事务所审计的2021-2023年度财务审计报告复印件。投标人为中华人民共和国以内企业的（不含港澳台地区，下同），复印件需加盖公章的；国外的（含港澳台地区，下同）只需被授权人签字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Reports of 2021-2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（14）投标的投标代表须提供法定代表人授权书（格式见招标文件第一册第四章，格式IV-8）、法定代表人身份证明书及被授权人的身份证明（身份证）；如负责本次投标的代表为该公司的法定代表人，须提供有效的该公司法定代表人身份证明书和该法定代表人的身份证明（身份证）。
Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
