简要规则描述：本项目拟通过公开采购的方式，择优选取一家供应商，提供1艘渔船，并在大治河港槽拦截点进行值守，保障合法合规船舶正常通行，禁止外来渔船进入港槽，并协助执法部门进行驱赶，对扣押的船只协助看护，同时加强对拦截设施的保养维护，确保正常使用。（具体详见第三章采购需求书）。

Brief Specification Description: This project intends to select a supplier through public procurement, provide one fishing boat, and be on duty at the interception point of the Dazhi River port to ensure the normal passage of legal and compliant vessels, prohibit foreign fishing vessels from entering the port channel, and assist law enforcement departments to drive away, assist in the care of the seized vessels, and strengthen the maintenance of interception facilities to ensure normal use. (For details, please refer to Chapter 3 Procurement Requirements).

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
