Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the policy of smes: This project is specifically aimed at the procurement of smes, and small and micro enterprises do not implement price deduction concessions during the review. (c)本项目的特定资格要求：1、###市****局核发的检验检测机构资质认定证书(证书附表中检验检测的能力范围包含本项目内容)；2、须具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为乙级及其以上，业务范围包括界线与不动产测绘；3、未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；4、须系我国境内依法设立的法人或非法人组织； 5、本项目不允许转包。 (c)Specific qualification requirements for this program: 1. Must have the qualification certificate of inspection and testing institution issued by the Market Supervision Administration (the scope of inspection and testing capacity in the certificate schedule includes the content of this project); 2. Must have the Surveying and Mapping Qualification Certificate issued by the competent department of natural resources according to law, the qualification level must be B or above, and the business scope includes boundary line and real estate surveying and mapping; 3. It has not been included in the record list of persons subject to enforcement for trust-breaking, major tax law and trust-breaking subjects, and serious illegal and trust-breaking behaviors of government procurement by Credit China or ********; 4. It must be a legal person or unincorporated organization established in accordance with the law in China; 5. Subcontracting is not allowed for this project.
