简要规则描述：临港新片区申港彩林（一期）工程范围北至蒋港南岸，南至芦潮引河北岸，西至两港大道东侧，东至人民塘随塘河西岸。本次招标内容为对项目涉及到的超高压天然气燃气管线进行沉降监测监护，其中 1、监测周期：本工程高压燃气防护桩及堆土施工期间的监测（暂估工期5个月），及堆土完工后期观测1-24个月直至变形稳定。2、监护周期：本工程高压燃气防护桩及堆土施工期间的监护（暂估工期5个月），其中与天然气管道危险性较大的工序采用重点全程监护。（具体详见第三章采购需求书）

Brief Specification Description: The scope of the Lingang New Area Shangang Colourful Forest (Phase I) project extends north to the south bank of Jianggang, south to the north bank of Luchao River, west to the east side of Lianggang Avenue, and east to the west bank of Renmin Tang Suitang River. The content of this bidding is to conduct settlement monitoring on the ultra-high pressure natural gas pipelines involved in the project (see Chapter 3 Procurement Requirements for details)

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购。
（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at procurement for small and medium-sized enterprises. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）具备岩土工程专业岩土工程物探测试检测监测专业资质乙级及以上资质或具备自然资源部颁发的测绘乙级（含工程测量）及以上资质。
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a professional qualification of Grade B or above in geotechnical engineering geophysical testing, detection and monitoring, or having a surveying and mapping Grade B (including engineering surveying) or above qualification issued by the Ministry of Natural Resources. (5) This project does not allow subcontracting.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
