Project Overview: This construction project is located in the southern area of Lingang New Area Airport, starting from Weichang River in the south and ending at Chiyu Road in the north. The project has a total length of approximately ******** kilometers, a red line width of 32 meters, a road grade of urban secondary road, and a design speed of 40 kilometers per hour. The main construction content of this project includes road engineering, drainage engineering, lighting engineering, monitoring engineering, and ancillary engineering such as signage and landscape. The estimated total investment for this project is ******** million yuan, including construction and installation costs of ******** million yuan, other construction costs of ******** million yuan, contingency funds of ******** million yuan, preliminary engineering costs of ******** million yuan, and public pipeline costs of ******** million yuan. The source of funding is the government's construction financial resources.
范围：本项目通过竞争性磋商采购方式确定一家财务监理单位为招标人提供临港新片区机场南###路###路-围###路提升工程财务监理服务，主要工作内容包括但不限于：（1）在项目前期阶段，要求财务监理对工可估算及概算上报稿所列项目及金额进行复核，防止缺项及漏算；要求财务监理对招标文件及各类合同（包括与土地费用相关的合同）进行审核，并出具书面审核意见；就招标及采购流程是否合规、投资控制是否存在风险等方面提出咨询意见。（2）在项目施工阶段，要求财务监理基于施工图纸审核施工图预算及投资控制目标；及时做好签证/设计变更的过程留痕及资料整理工作，做好签证/设计变更的费用测算及流程管理工作。在项目建设过程中出现不按照批复的建设规模、标准、内容实施，关键节点出现投资控制风险、建设流程不规范等情况，财务监理应及时以专报形式向建设单位预警，并提出相应的咨询意见或控制措施。（3）在项目竣工阶段，要求财务监理根据竣工图、现场情况、影像资料、签证及设计变更资料，就项目实际投资情况、建设流程是否规范等情况独立出具总结报告，并作为审计参考依据。（4）对于财务管理及资金监控方面，要求财务监理严格按项目建设（含分部分项工程）形象进度，审核工程预付款、进度款、工程变更签证等工程用款及工程实物量，并出具书面意见。（详见第三章 服务需求书）。
Scope: This project will determine a financial supervision unit through competitive negotiation procurement to provide financial supervision services for the Zhufei Road (Chiyu Road Weichang River) road improvement project in the south area of Lingang New Area Airport to the tenderer. The main work content includes but is not limited to: (1) At the current stage of the project, the financial supervision unit is required to review the projects and amounts listed in the feasibility estimate and budget report to prevent missing items and omissions; Require the financial supervisor to review the bidding documents and various contracts (including contracts related to land costs) and provide written review opinions; Provide consulting opinions on whether the bidding and procurement processes are compliant, and whether there are risks in investment control. (2) During the construction phase of the project, it is required that the financial supervisor review the construction drawing budget and investment control objectives based on the construction drawings; Timely carry out the process tracking and data organization of visa/design changes, and do a good job in cost estimation and process management of visa/design changes. In the process of project construction, if there are situations where the construction scale, standards, and content are not implemented according to the approved approval, and there are investment control risks and non-standard construction processes at key nodes, the financial supervisor should promptly issue a special report to the construction unit for warning and propose corresponding consulting opinions or control measures. (3) At the completion stage of the project, the financial supervisor is required to independently issue a summary report on the actual investment situation and whether the construction process is standardized based on the completion drawings, site conditions, image materials, visas, and design change materials, and use it as a reference for auditing. (4) For financial management and fund monitoring, it is required that financial supervisors strictly follow the visual progress of project construction (including sub projects), review engineering prepayments, progress payments, engineering change visas, and other engineering expenses and physical quantities, and provide written opinions. (See Chapter 3 Service Requirements Specification for details).
合同履约期限：自合同签订之日起生效，至合同履行完毕后终止。
Contract performance period: effective from the date of contract signing and terminated upon completion of contract performance.
本项目（允许）接受联合体投标。

二、申请人的资格要求
Qualification requirements for applicants
1.满足《中华人民共和国政府采购法》第二十二条规定；
2.未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3.落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目（是）专门面向中小企业采购。（2）扶持残疾人福利性单位，并将其视同小微型企业；

4.本项目的特定资格要求：
Specific qualification requirements for this project:
（1）供应商应配备从事工程概算、预（结）算、竣工财务决算审查工作的专业技术人员和具有注册会计师执业资格的财务人员；注册会计师执业资格人员允许外聘或与有资质的会计师事务所组成联合体；外聘注册会计师执业资格人员的，该人员不得再作为参加本项目采购活动的其他供应商的项目组成员；
（2）供应商已参与采购项目的设计、招标代理、代建、工程监理等工作，或供应商与承担上述工作的单位存在控股、隶属关系或者负责人为同一人的，应当回避，不得再承担该采购项目的财务监理工作；
（3）单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本次采购活动（联合体响应除外）；
（4）本项目接受联合体响应，联合体应满足以下要求：
1）参加联合体的会计师事务所应取得《会计师事务所执业证书》，若分所参与投标必须提供总所的授权委托**证书》（2021年7月后在自由贸易试验###县、不###市###市辖区实行审批改备案改革的会计师事务所分支机构，提供已完成向财政部门备案手续的证明材料）。总所与分所不能同时参与本次采购活动；
2）参加联合体的供应商均应当符合招标文件规定的合格供应商的条件，并应当向招标人提交联合协议，联合体各方必须指定牵头人，授权其代表所有联合体成员负责参加采购活动和合同实施阶段的主办、协调工作；
3）联合体各方不得再单独参加或者与其他供应商另外组成联合体参加本次采购活动；
4）组成联合体的供应商不得超过两家；
5）联合体应当以造价咨询单位为牵头人。
(1) Suppliers should be equipped with professional technical personnel engaged in engineering budget estimation, pre (settlement), and completion financial settlement review work, as well as financial personnel with certified public accountant qualifications; Certified public accountant practitioners are allowed to hire or form consortia with qualified accounting firms; Those who hire external certified public accountant practitioners shall not serve as project team members of other suppliers participating in the procurement activities of this project;
(2) If the supplier has already participated in the design, bidding agency, construction agency, engineering supervision and other work of the procurement project, or if the supplier has a controlling or subordinate relationship with the unit responsible for the above work, or if the person in charge is the same, they shall avoid and shall not undertake the financial supervision work of the procurement project again;
(3) The same person in charge of the unit or different units with controlling or management relationships shall not participate in this procurement activity at the same time (except for consortium responses);
(4) This project accepts consortium response, and the consortium should meet the following requirements:
1) Accounting firms participating in the consortium should obtain a "Certificate of Practicing Accounting Firm". If a branch participates in the bidding, it must provide a power of attorney from the head office and a "Certificate of Practicing Accounting Firm (Branch)" (for accounting firm branches that have implemented the reform of approval and filing in the county where the free trade pilot zone is located, cities without districts, or municipal districts after July 1, 2021, proof materials must be provided that they have completed the filing procedures with the finance department). The headquarters and branch offices cannot participate in this procurement activity simultaneously;
2) Suppliers participating in the consortium shall meet the conditions for qualified suppliers as stipulated in the bidding documents, and shall submit a joint agreement to the tenderer. Each party to the consortium must designate a leader and authorize them to represent all members of the consortium in organizing and coordinating procurement activities and contract implementation stages;
3) Each party of the consortium shall not participate separately or form a consortium with other suppliers to participate in this procurement activity;
4) The number of suppliers forming a consortium shall not exceed two;
5) The consortium shall be led by a cost consulting unit.
