二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement on encouraging and supporting energy-saving products, environmental certification products, and supporting small and medium-sized enterprises and welfare units for the disabled.

(c)本项目的特定资格要求：1)、符合《中华人民共和国政府采购法》第二十二条的规定
2)、未被“信用中国”（www.creditchina.gov.cn)、中国政府采购网（www.ccgp.gov.cn)列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3)、投标人必须具有市政公用工程施工总承包三级及以上资质；
4)、具有有效的安全生产许可证（有效期内)；
5)、拟派项目负责人：拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书。
6)、本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: 1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China 2) It has not been included in the list of dishonest judgment defaulters, parties to major tax violation cases, and records of serious illegal and untrustworthy acts in government procurement by "Credit China" and the Chinese government procurement network (www.ccgp.gov.cn); 3) The bidder must have the qualification of municipal public works construction general contracting level 3 or above; 4) Have a valid safety production license (within the validity period); 5) The person in charge of the proposed project: the person in charge of the proposed project has the professional qualification of a registered construction engineer of the second level or above in municipal public works, and has a valid safety production assessment certificate. 6) This project is specially for small and medium-sized enterprises to procure

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
