Brief specification description or basic overview of the project: Hardware maintenance of Pudong New Area Health Information Network (including but not limited to the hardware operation and maintenance of the Pudong New Area Health Information Network and the data center, mainly including the management and maintenance of network equipment, security equipment, and host servers of the health information network and health data center, daily management work of the Pudong Health Data Center server room, management and maintenance work of the Pudong Health Domain Cloud Resource Platform, etc.)(The specific content and requirements can be found in the third part of the tender document - Procurement Requirements)

合同履约期限：本招标项目的有效期限为三年，即采取一次招标三年享用，分年签订合同的原则。首次合同期暂定从2025年6月起至2025月3止

The Contract Period: The validity period of this tender project is three years, meaning that one tender will be enjoyed for three years, with contracts signed annually. The initial contract period is provisionally set from June 1, 2025, to May 31, 2026. Both the above-mentioned time and contract periods are estimated and cannot guarantee delays or early completion due to other possible factors.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次招标执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。如投标产品的制造商（或服务提供商）为符合《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）第二条要求的中小微企业（本招标文件中所称的中小微企业的含义均与此相同），则投标人须在投标文件中提供格式符合财库〔2020〕46号附1要求的《中小企业声明函》；如投标人为残疾人福利性单位，则须在投标文件中提供格式符合财库〔2017〕141号文要求的《残疾人福利性单位声明函》，一旦中标将在中标公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。

(b)Qualification requirements to be met to implement government procurement policies: This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. If the manufacturer (or service provider) of the bidding product is a small and medium-sized enterprise that meets the requirements of Article 2 of the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [2020 No.46) (the meaning of small and medium-sized enterprises referred to in this bidding document is the same as this), the bidder must provide a "Smal and Medium sized Enterprise Declaration Letter" in the bidding document in a format that meets the requirements of Attachment

(c)本项目的特定资格要求：1）投标人单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
2）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的投标人，不得再参加该采购项目的其他采购活动；
3）根据财政部《政府采购促进中小企业发展管理办法》（财库﹝2020﹞46 号）精神，本项目仅面向小、微企业采购。中小企业应当按照规定提供《中小企业声明函》。

(c)Specific qualification requirements for this program: I) The person in charge of the bidding unit, or different suppliers with direct controlling or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3）In accordance with the spirit of the "Management Measures for Government Procurement to Promote the Development of Small and Micro Enterprises" (Cai Ku No. 46) issued by the Ministry of Finance, this project is exclusively open for procurement by small and micro enterprises. Small and medium-sized enterprises should provide the "Declaration Letter for Small and Medium-sized Enterprises" as stipulated.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
