简要规格描述或项目基本概况介绍、用途：为进一步做好潍坊新村地区社会治安综合治理工作，街道通过“政社合作”，以“政府购买服务”形式，加强街面、学校等重点区域及相关专项领域综合治理保障服务工作，提升辖区社会治安综合治理水平，拟对潍坊新村街道辖区内社会治安综合治理保障实施购买服务。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: In order to further do a good job in the comprehensive management of social security in Weifang Xincun district, the street through the "cooperation between the government and the community", in the form of "government purchase services", strengthen the comprehensive management and security services in key areas such as streets, schools and related special areas, and improve the comprehensive management level of social security in the area of Weifang Xincun street, it is planned to implement the purchase service for the comprehensive management and security of social security in the area of Weifang Xincun street. (For details, see Chapter 3 Purchase Requirements)

合同履约期限：2025年05月2至20205月2。

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of smes during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：1、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、须具备省市级公安部门核发的有效的《保安服务许可证》；
4、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3, must have a valid "security service license" issued by the provincial and municipal public security department; 4. Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
