二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业，根据《政府采购促进中小企业发展管理办法》(财库46号)及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory procurement policy for energy-saving products; 2) Encourage energy-saving policies; 3) Encourage environmental policies; 4) Supporting small and medium-sized enterprises and promoting employment policies for people with disabilities, prison enterprises and welfare units for people with disabilities are regarded as small and micro enterprises. 5) This project does not accept imported products.

(c)本项目的特定资格要求：（3）施工现场项目管理机构拟派人员要求：最低应为5人（含）以上，且需包含园林专业项目负责人(本专业中级职称)1人，安全员1人，质量员1人，材料员1人，中级园林绿化工1人(班组负责人)；
（4）项目负责人具有上海市园林绿化工程从业人员项目负责人电子卡。
（5）根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；
（6）本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: (3) The bidder holds a valid business license; (4) Requirements for personnel to be dispatched by the construction site project management organization: a minimum of 5 people (including), and including 1 project leader in the field of landscaping (intermediate professional title), 1 safety officer, 1 quality officer, 1 material officer, and 1 intermediate level landscaping green chemical worker (team leader); (5) The project leader has an electronic card for the project leader of Shanghai Landscape and Greening Engineering practitioners. (6) Suppliers who have been registered and put into storage according to the Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures; (7) This project is specifically aimed at procurement for small and medium-sized enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
