简要规则描述：高桥镇高新路以东、草高支路以南、紫竹雅苑以西、名扬佳园以北绿地面积4473.22平方米（不包括太平天国烈士墓）。该区域地形局部高差较大，北侧地形较高，园路形式单一，缺少休憩设施及遮风挡雨构筑等。为进一步深化林长制工作，本项目拟实施仰园景观提升工程。主要工程内容涉及：绿化、休憩设施更新，景观改造，道路铺装，平台、氛围灯光打造，排水系统建设等。（具体数量及要求详见工程量清单/图纸。）

Brief Specification Description: Gaoqiao Town to the east of Gaoxin Road, south of Caogao Branch Road, west of Zizhu Yayuan, north of Mingyangjia Garden green area of 4473.22 square meters (excluding the tomb of Taiping Heavenly Kingdom martyrs). In this area, the local height difference is large, the north side of the terrain is high, the form of the garden road is single, and the lack of leisure facilities and wind and rain construction. In order to further deepen the work of forest manager system, the project intends to implement the landscape upgrading project of Yangyuan Garden. The main project contents include: greening, recreation facilities renewal, landscape transformation, road paving, platform, atmosphere lighting, drainage system construction, etc. (Please refer to the Bill of Quantities/drawings for specific quantities and requirements.)

合同履约期限：本项目施工工期9历天，计划开工日期：2025年4月（暂定，具体开工日期以采购人通知为准）

The Contract Period: The construction period of this project is 90 calendar days, and the planned start date: April 1, 2025 (tentative, the specific start date is subject to the notice of the purchaser).

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：1、未被“信用中国”列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、其他资格要求：施工现场项目管理机构拟派人员配备要求：
人员配备要求（人）：5
岗位、数量、资格要求：*园林项目负责人（园林专业中级职称）1人、安全员1人、质量员1人、材料员1人、中级园林绿化工1人（班组负责人）。
说明：
1）上述人员配备数量和岗位要求系最低配备要求；对于施工技术复杂的项目，供应商可根据项目情况，在以上人员配备要求基础上适当增加技术管理人员、施工员等人数；
2）*岗位不得同时兼任两个及以上项目,须具有上海市园林绿化工程从业人员项目负责人电子信息卡或《园林绿化施工企业项目负责人质量安全生产考核合格证书》同时具备园林专业中级职称，且无在建项目记录；
3）本竞争性磋商文件所涉及的园林专业是指：园林（园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；

(c)Specific qualification requirements for this program: 1. Not included in Credit China and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person organization established in accordance with the law within China; 3, other qualification requirements: construction site project management agency to send personnel requirements: staffing requirements (people) : 5 positions, quantity, qualification requirements: * Garden project leader (garden professional intermediate title) 1 person, 1 safety officer, 1 quality officer, 1 material officer, intermediate garden green chemical industry 1 person (team leader).
