Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：资金来源已落实。本次采购执行政府强制或优先采购节能和环境标志产品、支持中小企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。符合中小企业扶持政策的，供应商须在响应文件中提供符合《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）格式要求的《中小企业声明函》正本，否则不得享受相关中小企业扶持政策；如供应商为残疾人福利性单位，则须在响应文件中提供符合财库〔2017〕141号文格式要求的《残疾人福利性单位声明函》正本，一旦成交将在成交公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。 (b)Qualification requirements to be met to implement government procurement policies: Sources of funding have been secured. (c)本项目的特定资格要求：（1）本采购项目为中小企业预留采购份额项目，专门面向中小企业采购，全部或部分不能享受中小企业扶持政策的响应文件无效。（2）根据###市政府采购供应商登记及诚信管理办法》已登记入库的供应商。（3）施工资质要求：须具备国家住建部颁发的水利水电工程施工总承包资质三级或其以上资质；（4）项目负责人资质要求：拟派的项目负责人具有水利水电工程专业二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书；（5）法人的分支机构以自己的名义参与竞争时，应提供依法登记的相关证明材料和由法人出具的对该参与竞争活动承担全部直接责任的承诺。（6）供应商的出资人与本项目其他供应商的出资人应不相同（当两家以上供应商的出资人中含有同一主体时，将按一家有效供应商计算，该供应商为相关供应商中报价最低且响应文件不存在被判为无效的供应商，其他供应商将被判为无效供应商）。（7）本项目不接受联合体。 (c)Specific qualification requirements for this program: This procurement project reserves procurement quota for small and medium-sized enterprises, specifically for small and medium-sized enterprises；Construction qualification requirements: must have the national Ministry of Housing issued by the water conservancy and hydropower project construction general contracting qualification level 3 or above; Qualification requirements for the project leader: the project leader to be dispatched has the qualification of a registered construction engineer of Grade II or above in the major of water conservancy and hydropower engineering, and has an effective safety production assessment certificate;Consortia are not accepted for this project.
