（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招标不接受代理商投标。投标人应是投标货物的制造厂商（包括制造厂商所在集团内负责销售的公司）。如果投标人是制造厂商所在集团内负责销售的公司，投标人应提供声明，说明投标人与制造厂商隶属同一集团，负责投标货物的销售工作。
Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods, including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）资质要求Qualification requirement:
投标产品制造商应取得覆盖本次投标产品且有效的《中华人民共和国特种设备生产许可证》（压力管道元件制造）及《特种设备型式试验证书》（压力管道元件）并在投标时提供。
The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) and a "Special Equipment Type Test Certificate" (for pressure pipeline components) that cover the bidding products, and provide them at the time of bidding.
（3）业绩要求Requirement for Bidder's reference:
2014年1月至投标截止日（以合同签署为准），投标人所投产品制造商应具有至少1个合同的SMPO装置特殊调节蝶阀的供货业绩，且须同时满足：1）阀门尺寸不小于42吋；2）阀门带有内部蒸汽隔离（With internal steam barrier）的技术要求。如投标人为制造厂商所在集团内负责销售的公司，需提供该制造厂商的业绩。
From January 1st, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least one contract of supply performance of Special Regulating Butterfly Valve of SMPO Plant, and meet the technical requirement of at the same time: 1) valve size not less than 42 ", 2) valve with internal steam barrier. If the bidder is a company responsible for sales within the manufacturer's group, the performance of the manufacturer shall be provided.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件及用户签字或盖章的到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称、阀门尺寸、阀门带有内部蒸汽隔离。
若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and acceptance evidence of goods delivery signed or sealed by the user. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, valve with internal steam barrier.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
