二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: We will promote the development of small and medium-sized enterprises and the employment of persons with disabilities. (c)本项目的特定资格要求：项目负责人须具有上海市园林绿化工程从业人员项目负责人电子卡。根据项目实际情况设置，最低应为 4 人（含）以上，且需包含*园林项目负责人、安全员、质量员、材料员各 1 名。本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: The person in charge of the project shall have the electronic card of the person in charge of the project of the Shanghai Landscape Engineering Practitioner. According to the actual situation of the project, the minimum should be more than 4 people (including), and need to include * garden project leader, safety officer, quality officer, material officer each 1. This project is specifically aimed at small and medium-sized enterprises.
