招标内容：海外资产运营中心2025年度国际物流服务招标。

2、国际物流服务范围：
2. Internation Logistics Services Scope:
相关物资从中国港口交货到沙特阿拉伯指定位置的国际物流服务，不限于：装港车板卸货，交接和短倒，仓储，保管，出口报关，验货，装船，海运，目的港靠泊，目的港卸船，目的港短倒至存储区，进口清关，目的港区装车和内陆运输。同时，协助招标人与厂家联系进行货物包装前检验。进出口相关的单证及文件缮制及清点集港货物。
需要投标人注意的是，由于集采分供业务的特点，所有物流发运批次货物的种类多项目杂。每批次货名或均超过60-70项，需要投标人具备较高的进出口报关业务能力、单证梳理与缮制能力及丰富的沙特国别清关实操经验。
The International logistics services which all the materials from China to the specified destination in Saudi Arabia.The whole service including but not limited to unloading the cargos from board at the Loading Port, hand-over and transfer, storage, custody, export customs declaration, inspection, lading, sea transport, berthing at the discharging port, arrival notice to consignee, and unloading the cargos at discharging port, transit to storage area, import customs clearance, inspection , loading at storage area, inland transportation in Saudi Arabia. Meanwhile, to assist Purchaser with inspecting the Cargo before packing, checking and accepting the package at works, Contacting with the Manufacturers; making import and export documents and collecting cargos at the Loading & discharge Port.
It should be noted by bidders that due to the characteristics of centralized procurement and distribution; all goods of logistics shipments have multiple types and items. Each batch of goods may have more than 60-70 items, and bidders need to have high professional abilities in import and export customs declaration, document sorting and preparation, rich practical experience in customs clearance in Saudi Arabia is necessary.

注：在执行本竞标文件规定过程中，如发现有任何漏项或短缺，在清单中虽未列入、但确实是投标人工作范围中应有的、为满足运输要求、正常运行和维护所必须的，均由投标人负责完成，费用已包含在投标的价格中。
Note: If any missing items or shortages are found during the implementation of the provisions of this Bidding Document (not included in the list but are indeed necessary for the Bidder's work to meet the transportation requirements, normal operation, and maintenance), the tenderer will bear the responsibility and the cost is included in the bid price.

二、响应方资格要求
II. Respondent Qualification Requirements
1、竞标响应方必须是依照企业注册地法律设立并在企业注册境内登记注册的独立法人。
1. The Bidding Respondent must be an independent legal person established according to the laws of the registration place of the enterprise and registered within the territory of registration of the enterprise.
2、竞标响应方有沙特国别国际物流服务业绩，要求具有沙特国别单项物流合同额不低于500万人民币的业绩至少2个。
2. The Bidding Respondent shall have the performance of international logistics services in Saudi Arabia. At least 2 Saudi logistics service contracts with a minimum contract value of 5 million RMB shall be achieved.
3、竞标响应方应具有良好的商业信誉。竞标响应方没有被责令停业、财产被接管、冻结、破产状态；无采取非法手段谋取不正当利益的违法、违纪不良记录；近三年内参加物流服务活动中竞标响应方有不良记录的将导致资格审不合格。
3. The Bidding Respondent will have good business reputation. The Bidding Respondent has not been ordered to suspend business, and its property has not been taken over, frozen, or bankrupt; There is no record of illegal and disciplinary violations of improper interests through illegal means; The Bidding Respondent with bad records in the logistics service activities in the past three years will fail to pass the qualification.
4、竞标响应方具备人民币/沙特里亚尔/跨境美元收款的能力。
4. The Bidding Respondent will have the ability to collect CNY/SAR/cross-border USD.
5、竞标响应方的财务状况应满足：
5. The financial conditions of the Bidding Respondent will meet the following requirements:
（1） 资产负债结构合理，具备一定的盈利能力；
(1) The asset-liability structure is reasonable and has certain profitability;
（2） 企业的现金流表现正常，资金周转不存在困难；
(2) The cash flow of the enterprise is normal, and there is no difficulty in capital turnover;
（3） 企业的银行信用良好。
(3) The enterprise has good bank credit.
响应方需提供近三年经审计的财务报表，以及银行信用等级证书。
The Respondent is required to provide audited financial statements for the past three years and bank credit rating certificates.
