简要规格描述或项目基本概况介绍、用途：项目主要是对缤纷社区项目进行后续管养，涉及上木养护、灌木地被养护、草坪养护， 加播黑麦草、四季草花（4 次）、灌木补植、修剪垃圾外运处置费、绿化养护、花坛清理清除、绿地平整、清洁管理等内容。所有涉及缤纷社区养护的项目，养护单位需对养护地块负责日常清扫、垃圾清运，确保环境卫生。服务要求：1.养护严格按《园林植物保护技术规程》执行。 2.及时有效处理各种绿化投诉和网格化单子中反映出的绿化养护问题，确保无养护管理中责任性投诉。 3.定期和采购人汇报养护情况，有问题及时沟通解决。 4.每天清理干净绿地内各类垃圾，确保绿地整洁美观。5.对缤纷社区建设的市民健身器材进行养护。服务地点：南汇新城镇镇域内21个缤纷社区点位。

Brief specification description or basic overview of the project: The project mainly involves the follow-up maintenance of the Colorful Community project, including tree maintenance, shrub land maintenance, lawn maintenance, addition of ryegrass, four seasons of grass flowers, shrub replanting, trimming of garbage disposal fees, greening maintenance, flower bed cleaning and removal, green space leveling, and cleaning management. All projects involving the maintenance of colorful communities require the maintenance unit to be responsible for daily cleaning and garbage removal of the maintenance site to ensure environmental hygiene.

合同履约期限：一年，自2025年3月1至2023月。

The Contract Period: One year, from March 10, 2025 to March 9, 2026.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向小微企业采购，评审时小型和微型企业产品不再享受 10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业等。

(b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and micro enterprises, and during the evaluation process, small and micro enterprise products will no longer enjoy a 10% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人（本项目不接受分公司以自己名义参加采购活动）；
（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（3）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) It must be a legal entity established within the territory of China in accordance with the law (this project does not accept branch offices to participate in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai No. 12) are not allowed to participate in the procurement activities of this project; (3) This project does not allow subcontracting.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
