简要规则描述：本项目是通过日常运维保障确保政务外网的安全性和连续性，消除可能出现的各种意外事件。完善体制机制，确保本维护项目所涉及的网络与设备的正常、稳定、可靠运行，及时响应和解决问题，有效地减少网络维护响应，提高整个网络运行工作的质量和效率，从而确保网络正常运行，并根据国家相关法律法规政策的变化及新区具体业务的发展，对网络进行相应的调整和修改（具体详见第三章采购需求书）。

Brief Specification Description: This project ensures the security and continuity of the government extranet through daily operation and maintenance guarantees, and eliminates various unexpected events that may occur. Improve the system and mechanism to ensure the normal, stable and reliable operation of the network and equipment involved in the maintenance project, respond and solve problems in a timely manner, effectively reduce the network maintenance response time, improve the quality and efficiency of the entire network operation, so as to ensure the normal operation of the network, and make corresponding adjustments and modifications to the network according to the changes in relevant national laws, regulations and policies and the development of specific businesses in the new area (see Chapter 3 Procurement Requirements for details).

合同履约期限：本项目预算金额所涵盖的服务期限为2025年01月0至2025年12月3。本次采购工作完成前由原服务商继续履行服务，如本次成交供应商非原服务商，则新成交供应商按照成交价折算支付给原服务单位相应的服务费用，费用按成交总价/365*原单位服务天数计算。

The Contract Period: The period of service covered by the budget amount of this project is from 01.01.2025 to 31.12.2025. If the supplier of this transaction is not the original service provider, the new supplier will pay the corresponding service fee to the original service unit according to the transaction price, and the fee will be calculated according to the total transaction price/365 * service days of the original unit.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program: （3）It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own name); （4） Subcontracting is not allowed for this project.

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
