二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: We will promote the development of small and medium-sized enterprises and the employment of persons with disabilities. In accordance with the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Finance 46) and the Notice on Further Strengthening Government Procurement to Support Small and medium-sized Enterprises (2022) 19.

(c)本项目的特定资格要求：本项目需具备：(1)建设部颁发的水利水电工程施工总承包二级及其以上资质，且持有中华人民共和国住房和城乡建设部颁发的中华人民共和国二级及以上建造师执业资格证书，注册专业须为水利水电工程；(2)拟任项目负责人须具有水行政主管部门颁发的《安全生产考核合格证书》(B 证)(证书上“企业名称”须为申请人，且在有效期内)；(3)拟任项目安全负责人须具有水行政主管部门颁发的《安全生产考核合格证书》(C 证)(证书上的“企业名称”须为申请人，且在有效期内)。本项目专门面向中小企业采购。

(c)Specific qualification requirements for this program: The project shall have: (1) Grade II or above qualification for general contracting of water conservancy and hydropower projects issued by the Ministry of Construction, and the practicing qualification certificate of the People's Republic of China Grade II or above for construction engineers issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and the registered major shall be water conservancy and hydropower engineering; (2) The proposed project leader must have the Safety Production Assessment Certificate (B certificate) issued by the water administrative department (the "enterprise name" on the certificate must be the applicant, and within the validity period); (3) The proposed project safety person must have the Safety Production Assessment Certificate (C certificate) issued by the water administrative department (the "enterprise name" on the certificate must be the applicant, and within the validity period). This project is specifically

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
