简要规格描述或项目基本概况介绍、用途：通过公开招标的方式，选取一家合格的供应商，提供执法辅助力量配合城管队员开展市容、水务、交通、路政、林业、渣土、户外广告、燃气、规划、土地等各类专业执法整治辅助执法工作；对非现场执法的工单进行初步审核及派发等相关工作。本项目总工作量不少于76200小时。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: through public bidding, select a qualified supplier, provide law enforcement auxiliary force to cooperate with urban management team members to carry out various professional law enforcement and rectification auxiliary law enforcement work such as city appearance, water affairs, transportation, road administration, forestry, muck, outdoor advertising, gas, planning, land, etc.; Conduct preliminary review and distribution of off-site law enforcement work orders. this projectours76,200 hours. (For details, please refer to Chapter 3 Procurement Requirements).

合同履约期限：本项目预算服务期限为1年，日期为2025年1月起到2025年12月3止。（本次采购工作完成前由临时服务单位继续履行服务，如本次中标人非临时服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给临时服务单位相应的服务费用。）本项目采取招一续二的形式，对工作质量考核达标的中标人可以续标，服务期限合计不超过三年，即合同一年一签，最长不超过三年，具体以合同签订日期为准。

The Contract Period: The budget service period for this project is 1 year, from January 1, 2025 to December 31, 2025. Before the completion of this procurement work, the temporary service unit will continue to provide services. If the winning bidder is not a temporary service unit, the service fees incurred during this period will be converted and paid to the temporary service unit by the winning bidder according to the winning bid price after the project procurement is completed. This project adopts the form of one to two bidding, and the winning bidder who meets the work quality assessment standards can renew the bid. The total service period shall not exceed three years, that is, the contract shall be signed once a year, and the longest shall not exceed three years. The specific date of contract signing shall prevail.

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
