Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：本次招标执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及支持科学进步等相关政策。符合财库〔2017〕141号文规定条件的残疾人福利性单位、符合财库〔2014〕68号文规定条件的监狱和戒毒企业均视同小微企业。 (b)Qualification requirements to be met to implement government procurement policies: This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and support for scientific progress. Welfare units for disabled persons that meet the conditions stipulated in Caiku No. 141, prisons that meet the conditions stipulated in Caiku No. 68, and drug rehabilitation enterprises are all considered as small and micro enterprises. (c)本项目的特定资格要求：（1）参加政府采购活动前三年内（从2021年12月1至今）未被列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信行为记录名单。（2）法人的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的对该投标活动承担全部直接责任的明确承诺（银行、保险等分支机构的登记注册由行业主管部门事前审批并颁发经营许可，应提供经营许可证，无需再提供法人出具的承诺函）。（3）投标人的出资人****公司持股比例未达到5%的股东，下同）与本项目其他投标人的出资人应不相同（当两家以上投标人的出资人中含有同一主体时，将按一家有效投标人计算，该投标人为相关投标人中通过资格审查和符合性审查且投标报价最低的投标人，其他投标人将被判为无效投标人）。（4）投标人应具有省级（或以上）质量技术监督部门颁发的计量认证（CMA）证书。（5）本项目为非专门面向中小企业采购的项目。 (c)Specific qualification requirements for this program: (1) Within the three years prior to participating in government procurement activities (from December 17, 2021 to present), have not been included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement. (2) When a branch of a legal entity participates in bidding in its own name, it should provide relevant certification materials registered in accordance with the law and a clear commitment issued by the legal entity to assume full direct responsibility for the bidding activity (the registration of branches such as banks and insurance should be approved by the industry regulatory department in advance and issued with business licenses, and business licenses should be provided, without the need to provide a commitment letter issued by the legal entity).
