简要规则描述：马家浜（川桥路-规划翠柏路）河道建设工程位于上海市浦东新区马家浜，北起川桥路，南至规划翠柏路，长约2.1公里，为规划次干河道，河口宽按规划蓝线40米实施，两侧陆域控制带带结合现状因地制宜按0-20米布置防汛通道和绿化。主要建设内容为河道开挖与疏拓工程、护岸工程、桥梁工程、防汛通道、绿化工程及相关附属工程，以及征地动迁、管线和绿化搬迁等前期工作。为配合马家浜（川桥路-规划翠柏路）河道建设工程主体施工，需前期对有关影响工程主体施工的电力管线进行搬迁。

二、申请人的资格要求2.Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；
（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

(c)本项目的特定资格要求：1、具有住建部电力工程施工总承包三级及以上资质；
2、具有“国家能源局监管局（或国家电力监管委员会）”颁发的承装、承修、承试五级以上（含五级）电力设施许可证；
3、安全生产许可证（有效期内）；
4、供应商拟派项目负责人的机电工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。

(c)Specific qualification requirements for this program:1、With the Ministry of Housing and Urban-Rural Development of electric power engineering construction general contracting level 3 or above qualification;2Have the power facility license of installation,repair and test above level 5(including level 5)issued by the National Energy Administration Regulatory Bureau(or the State Power Regulatory Commission);3,Safety production license(within the validity period);4,Secondary qualification of registered construction engineer of mechanical and electrical engineering(including superior)assigned by the supplier,with valid safety production assessment certificate,and did not serve as the project leader of other construction projects under construction.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
