简要规则描述：①编制物流1#等14个排水分区的海绵城市建设系统方案，综合统筹排水片区内源头、过程、系统的各个环节，统筹优化各项目的边界和所起作用，协调绿色和灰色各种工程措施，系统推进海绵城市建设，突出建设的连片效应。系统方案覆盖面积35.68 km2。②开展20度海绵城市建设达标面积自评估工作，编制达标评估报告。

Brief Specification Description: ① Develop a sponge city construction system plan for 14 drainage zones including Logistics 1 #, comprehensively coordinate the various links of the source, process, and system within the drainage zone, optimize the boundaries and roles of each project, coordinate various green and grey engineering measures, systematically promote sponge city construction, and highlight the contiguous effect of construction. The system scheme covers an area of 35.68 km2 Carry out self-assessment of the standard area for sponge city construction in 2024 and prepare a standard assessment report.

合同履约期限：自合同签订之日起至2025年6月3。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目非专门面向中小微企业采购，评审时小微企业均执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing for small and medium-sized enterprises, and price discounts will be implemented for all small and medium-sized enterprises during the evaluation process. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定
2、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单
3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、本次采购不接受联合体响应，不允许合同转让与分包。

(c)Specific qualification requirements for this program: 1. In accordance with Article 22 of the Government Procurement Law of the People's Republic of China, 2.
