简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式选取一家合格的单位对康桥镇镇管河道设施进行日常养护。主要服务内容为河道巡视检查、护岸养护、防汛通道养护、河道绿化养护、水域和陆域保洁、河道护栏、标牌标识等附属设施维护及配合开展水质维护等工作。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: The project intends to select a qualified unit through public bidding to carry out daily maintenance of the river facilities in Kangqiao Town. The main services are river patrol inspection, bank protection maintenance, flood control channel maintenance, river greening maintenance, water and land area cleaning, river guardrails, signage and other ancillary facilities maintenance and water quality maintenance. (For details, please refer to Chapter 3 Procurement Requirements)

合同履约期限：2025年01月0起至2025年12月3。

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specially for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products is not implemented during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(4) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
