简要规则描述：本工程搬迁绿化位于外环运河（外环南河-长界港）和外环南河（横沔港-外环运河）河道建设工程南汇生态段（五灶港以北，西沟港以东区域），隶属于浦东新区林业站，搬迁面积约********平方米，涉及乔木1840棵，主要搬迁榉树、落羽杉等。
Brief Specification Description: The relocation and greening of this project is located in the Nanhui Ecological Section of the Outer Ring Canal (Outer Ring South River - Changjie Port) and Outer Ring South River (Hengmian Port - Outer Ring Canal) River Construction Project (north of Wuzhao Port, east of Xigou Port), belonging to the Pudong New Area Forestry Station. The relocation area is about ******** square meters, involving 1840 trees, mainly relocating elm trees, fallen cypress trees, etc.

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本采购项目执行强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策等的政府采购政策。本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies such as mandatory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for small and medium-sized enterprises policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products. This project is specifically designed for procurement to small and medium-sized enterprises. During the evaluation process, no price discounts will be offered for products from small and medium-sized enterprises.
(c)本项目的特定资格要求：（1）从事园林绿化项目的施工企业，应持有有效的营业执照；
（2）施工现场项目管理机构拟派人员满###市园林绿化建设工程施工配备要求；
（3）拟派项目负责人须具有园林专业中级（含以上级）职称；
（4）未被“信用中国”和中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（5）本项目不接受联合体形式。
(c)Specific qualification requirements for this program: (1) Construction enterprises engaged in landscaping projects should hold valid business licenses; (2) The construction site project management organization plans to dispatch personnel to meet the construction equipment requirements of Shanghai's landscaping and greening construction projects; (3) The proposed project leader must hold an intermediate (or higher) professional title in the field of landscaping; (4) Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (******** ********) and China Government Procurement Network (******** ********); (5) This project does not accept consortium forms.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
