简要规格描述或项目基本概况介绍、用途：根据《关于深化推进平安建设物防设施建设的实施方案》要求，拟采购公安机关辅助力量，配合移动平安哨开展值守、巡逻工作，实现辖区内的街面治安巡逻目标，提高见警率，协助公安部门对辖区范围内进行社会维稳工作。配合进行包含但不仅限于宣传、巡查、发现、记录、上报并协助整治城镇运行安全中的各类问题，协助处置道路交通、街道中的各类突出问题。

Brief specification description or basic overview of the project: According to the requirements of the "Implementation Plan for Deepening the Construction of Peaceful Communities and Physical Prevention and Control Facilities", it is proposed procure auxiliary forces for the public security organs to cooperate with the mobile peacekeeping posts to carry out duties and patrols, achieving the goal of street patrols in the jurisdiction increasing the police visibility, and assisting the public security departments in maintaining social stability in the jurisdiction. Cooperate in carrying out tasks including but not limited to publicity inspection, discovery, recording, reporting, and assisting in rectifying various problems in urban operation safety, assisting in dealing with various prominent issues in road traffic and streets

合同履约期限：1年。2025年1月至2025年12月3。

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目非专门面向中小企业采购，评审时小微企业产品均执行10%价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support SME policies: This project is not exclusively for SME procurement, but during the evaluation, products from small and micro enterprises will all enjoy a 10% price discount. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
5、具备省市级公安部门核发的有效的《保安服务许可证》；
6、项目不允许转包。

(c)Specific qualification requirements for this program: 3. Must be a legal entity or an unincorporated organization legally established within the territory of our country (the project does not accept in procurement activities by branches under their own names); 4. Suppliers who comply with Article 17 of the "Guiding Opinions on Connecting with International Standards for Economic and Trade Rules and Promoting Reform of Government Procurement in Pilot Areas" (Hu Cai Cai No.12) shall not participate in the procurement activities of this project. 5. Possess a valid "Security Service License" issued by the provincial or municipal security department; 6. The project does not allow subcontracting.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
