Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持残疾人福利性单位，并将其视同小微型企业；（4）按照《中小企业划分标准规定》（工信部联企业300号），本项目中小企业所属的行业为其他未列明行业。 (b)Qualification requirements to be met to implement government procurement policies: (1) Notice of the project implementation of the "Management Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Finance No. 46) and "On Further Strengthening Government procurement to Support Small and medium-sized Enterprises" (Finance No. 19); (2) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically aimed at the procurement of smes, and the products of smes will not be subject to price discounts during the evaluation; (3) Support welfare units for the disabled and treat them as small and micro enterprises; (4) In accordance with the Provisions on the Standards for the Division of Small and Medium-sized Enterprises (Ministry of Industry and Information Technology Joint Enterprise No. 300), the industry of the small and medium-sized enterprises in this project is other industries not listed. (c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；4、符合###市政府购买服务管理办法》第六、七条规定；5、本项目仅面向中、小、微型等各类供应商采购；6、本项目不允许转包。 (c)Specific qualification requirements for this program: 3.
