The construction content includes upgrading and transforming the non-motor vehicle sheds (warehouses) previously built with town-level financial investment in the Luchao Harbor Community, adding fire protection and technical prevention facilities to meet the latest requirements. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向小微企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement support the development of SMEs: This project is specifically for procurement from small and micro-sized enterprises. For products marked with "★" in the energy-saving product catalogues, mandatory procurement will be implemented. must provide valid certification certificates issued by national de (c)本项目的特定资格要求：1、具有建筑工程施工总承包资质三级及以上资质，且具备有效的安全生产许可证；2、供应商拟派项目经理须具有建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以###市****网站上查询为准。 3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。4、本项目仅面向小微企业采购。5、本项目不接受组成联合体。 (c)Specific qualification requirements for this program: 1. Possesses a construction general contracting qualification of level three or above, and has a valid safety production license; 2. The manager proposed by the supplier must have a registered construction engineer qualification of level two or above in architectural engineering, and have a valid safety production assessment certificate. The project must be verifiable on the Shanghai Construction and Building Materials Industry website. 3. Suppliers who comply with Article 17 of the "Guiding Opinions Connecting with International High Standards for Economic and Trade Rules and Promoting Reform of Government Procurement in Pilot Areas" (No. 12, 204, Shanghai Finance and Procurement) are not eligible to participate in the procurement activities of this project. 4. This project is exclusively for small and micro. 5. This project does not accept joint bids.
