简要规则描述：为保障三林镇域内人民生命财产安全，对东方康德家园一期、浦发绿城(西泰林路750弄)、浦发绿城(西泰林路850弄)、德康苑、金苹果花园、浦发绿城(西泰林路901弄)、依水园一期共7个小区共26个非机动车库进行烟感喷淋改造的项目（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）

Brief Specification Description: To ensure the safety of people's lives and property in Sanlin Town, a project is underway to renovate 26 non motorized vehicle garages in 7 small areas, including Dongfang Kangde Garden Phase I, Pudong Development Green City (Lane 750, Xitailin Road), Pudong Development Green City (Lane 850, Xitailin Road), Dekang Garden, Jinpingguo Garden, Pudong Development Green City (Lane 901, Xitailin Road), and Yishuiyuan Phase I, using smoke detectors and sprinklers (specific work content and requirements can be found in the competitive negotiation document, bill of quantities, and drawings)

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Notice on the Implementation of the Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises (Caiku No. 46) and Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises (Caiku No. 19); (2) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products; (3) Support prison enterprises and welfare units for people with disabilities, and treat them as small and micro enterprises; (4) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、要求具备消防设施工程专业承包二级及以上资质；
5、具有有效的安全生产许可证；
6、项目经理具有机电工程二级建造师及其以上资格，并具有有效的安全生产考核证书；
7、本项目仅面向中、小、微型等各类供应商采购；
8、本项目不允许转包。

(c)Specific qualification requirements for this program: 3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Require to have a professional contracting qualification of Level 2 or above for fire protection facilities engineering; 5. Having a valid safety production license; 6. The project manager has the qualification of Level 2 Constructor or or above in Mechanical and Electrical Engineering, and has a valid safety production assessment certificate; 7. This project is only available for procurement from various suppliers such as small, medium, and micro; 8. This project does not allow subcontracting.
